It took a lot of work, and I consulted with several people here (including the commissioners) but attached here is a copy of what I hope will become our League Constitution. It incorporates all our rules and procedures, and I hope I didn't leave anything out.
If you can think of anything that I got wrong, or left out, please post it in this thread.

This is the formula for the schedule for a 20 team, 4 division league in which each team plays division opponents twice and all other teams once.
First, teams need to be grouped by division and numbered, 1 through 5 in each division and 1 through 20 for the entire league. Other than that it's not essential that you put them in any particular order, but listing them by the order of last year's finish helps assure that teams won't end up playing each other in the same weeks each year....

While the draft is running, please refrain from picking up any minor league players from the wire until it is over.
Draft order is reverse of major league draft, but any expansion teams pick first.
You have 24 hours to make your pick.

After a very eventful ML draft, it's time to get the season started.
Waivers will start on the 26th. They will last two days. Waiver order is in reverse order of points last year. Free agency will be after the waivers have run.
From now onwards you MAY NOT pick up any player who still has minor league eligibility - that is, less than 130 AB or 50 IP - until the mL draft ends.

For those that were in the draft room last night, we all saw what happened to Liriano. He was slotted into round 18 as a keeper but a CBS hiccup put him back into the player pool and eligible to draft. After some time things were figured out but it was only noticed and reacted to in time because the team who kept him saw that he had been taken by another team.

I've never been so annoyed that I drafted Miggy in a draft in my life.
My plan was to draft two SP early, which I never do, since I had kept 5 batters. Was all set with Felix and then was thrown for a loop. Miggy? Pick 3? How can I pass him for Price or Scherzer? I can't. I don't care about format. It's just wrong. I panicked as my mouse hovered over Scherzer.
By the time my next pick comes by all the pitching is gone. I expected it to go heavy, but sh1t man, barren on the top. ...
Please post your final keepers here on or before March 22nd. Use the other thread for discussion and thoughts and banter. This is only for a listing of your keepers. Be sure to list the name of the player, the position, the number of times kept and the round in which you will be keeping him.
Remember we are allowed 6 major league and 6 minor league keepers. If March 22nd comes and goes and you have listed no keepers in either thread you will lose your keepers. If you do not list any keepers...
So, I think we can all agree that last night was ... eventful. I apologize for all the problems and the stops and starts. There were a lot of things that I just couldn't control. Like that Liriano mess.

It gets worse: there's another situation pending with a manager who did not check that his keepers were correctly reflected on CBS prior to the draft and a player ended up in the draft and was actually drafted. I'm working on a resolution for that....
As you may or may not know there's been some discussion about changing the draft date because many members have a conflict with another draft and the league did eventually vote for Wednesday as the draft date by one vote.
In order to make sure that most managers are available at the draft and to avoid conflicts with another draft, I'm going to go ahead and change the date to Wednesday, March 25th at 9pm.
I know it's annoying to change the date and I really didn't want to do it but I feel...

Vote in here for whatever you want the number of DL slots to be. 4 (which is what it is currently), 5, 6, 7 or unlimited.
IF the league votes for unlimited, we will take another vote on how to prevent grab and stash situations for players on the DL.

My logic: My MLB keepers have been hit badly by crappy form (Rosario, Segura, Cingrani), injuries (Wheeler, Profar) and apparently just sh!tty GMing. Giving up Russell hurts, but I can't help but go for the 2-for-1 offer, particularly as Ozuna and McHugh both have 3 late keeps left. Even if one implodes, it's still not bad for me.
Let's go boys and girls. Time to pick a draft date. Please vote for as many as you can make and hopefully a consensus will emerge, otherwise I'll just pick a date.
It's February now and pitchers and catchers report inside a fortnight, so it's just about time to get excited and start figuring out our schedule.
We need to have a final deadline for keepers and then a draft date.
The MLB season starts Sunday, April 5, 2015, so that gives us plenty of time.
Since we need waivers to run - and that takes 2 days this year - we need to have the draft finished before April 2, 2015.
I know weekends are tough, as are Fridays, so I'm going to suggest...
